As a listed enterprise, Xiamen Leading Optics is a major tax‑payer in Haicang District, Xiamen. We consistently fulfill our social responsibilities, exert positive social impacts through sound business practices, and contribute to local and national economic development. When fulfilling public obligations, civic duties and ethical standards, we start from our own production and operation activities, analyze their social impacts, and proactively assume corresponding responsibilities in response to social realities and requirements.

1.Concept of Social Responsibility

Against the backdrop of global economic development, sustainable development has become the core strategy for many international enterprises. Supporting public‑welfare causes, advocating sustainable social‑environmental development and acting as socially‑responsible corporate citizens have become key themes of corporate public relations. In the course of growth, we recognize that public relations are no longer limited to product promotion. Traditional marketing‑oriented public relations can hardly keep pace with the times and public demands for environmental protection. Instead, corporate commitments and actions toward social responsibility shall be integrated into corporate strategies and serve as the starting point for public‑relation communication. Therefore, we regard “being a responsible enterprise” as our long‑term business strategy, the essence of our development strategy and the cornerstone of our corporate culture.

Corporate social responsibility is not merely a slogan. Since our foundation, we have positioned ourselves as a value‑driven enterprise. Without heritage, social‑responsibility practices lack roots; without commitments to the future, such efforts will not endure. 1.2Corporate Policy

The Company and its management recognize that compliance with international labor standards and protection of employee rights are fundamental attributes of a responsible enterprise, and meet expectations of stakeholders including consumers, customers, the public and government authorities.

We commit to complying with national labor laws, internationally‑recognized labor standards and other applicable industry standards and international conventions, and to continuously improving working conditions and employee welfare. Social‑responsibility management is an integral part of daily operations, and fulfilling social responsibility is a prerequisite for delivering quality products to customers. The Human Resources & Administration Department is assigned to manage social‑responsibility initiatives, establish, implement and maintain the social‑responsibility management system, and extend such requirements to suppliers and subcontractors.

1.3Corporate Statement:

  1. Support customers’ social and environmental‑responsibility requirements;
  2. Comply with laws, protect the environment, and ensure substances in products satisfy customers’ restricted‑substance requirements;
  3. Prohibit child labor; reject suppliers or subcontractors engaged in child labor;
  4. Prohibit all forms of forced labor, bonded labor or involuntary labor. Sign labor contracts with employees in accordance with the Labor Law. No legitimate resignation shall be restricted. Employees’ original identity documents shall not be detained, nor shall deposits be collected from employees;
  5. Report underage employees to local labor authorities regularly and arrange periodic physical examinations until they reach 18 years of age;
  6. Provide equal and fair working conditions; prohibit all forms of discrimination;
  7. Respect employees’ basic human rights; prohibit any degrading treatment;
  8. Maintain proper communication channels for open and direct dialogue between staff and management;
  9. Working Hours: Arrange production plans, working hours and rest & leave in compliance with labor regulations;
  10. Ensure monthly wages are no less than local statutory minimum wages. Provide endowment, work‑injury, medical, maternity and unemployment insurance for employees as required by laws;
  11. Operate with integrity; prohibit all forms of corruption and extortion;
  12. Protect intellectual property rights; safeguard proprietary technologies and production know‑how;
  13. Advocate fair, transparent and free competition; protect customer information;
  14. Maintain a strict confidentiality mechanism to protect whistle‑blowers’ identity;
  15. Engage actively in community activities; respect freedom of assembly and association to advance social and economic development;
  16. Provide safe, clean and healthy workplaces and appropriate occupational‑health protection in accordance with national laws and standards;
  17. Establish a social‑responsibility management system, disclose relevant policies and system status to internal and external stakeholders, and promote corporate social‑responsibility requirements among suppliers.

1.4Continuous Improvement System

  1. The Company abides by national laws, regulations and social‑responsibility codes of conduct. Where multiple legal requirements apply to one activity, the stricter standard shall prevail.
  2. We have formulated comprehensive rules and practices covering employee rights, compensation & benefits, health & safety, working conditions and environmental protection to refine the social‑responsibility management system.
  3. Workshops, warehouses, office buildings and other facilities are constructed per national standards with adequate ventilation, lighting and space. Hazardous factors are eliminated or mitigated to deliver healthy, eco‑friendly, harmless and comfortable working environments.
  4. Fire‑protection systems for production and living zones are designed, constructed and commissioned concurrently with plant facilities. Fire‑safety systems have passed official government acceptance to support fire early‑warning and rapid evacuation. The Administration Department oversees routine maintenance of fire‑safety equipment (contracted to qualified service providers), and organizes regular plant‑wide safety inspections for risk prevention.
  5. Monitor, maintain and continuously improve restrooms, drinking‑water facilities, ventilation & cooling systems, energy‑saving power and lighting facilities. We adhere to a people‑oriented approach to deliver safe and comfortable working and living conditions.
  6. Implement formal management procedures for airborne contaminants, dust, noise, temperature and humidity in workshops. Post notices for employees, conduct regular monitoring, and retain documented records. Based on national standards, we continuously reduce or eliminate hazards for healthier and safer work‑living environments.
  7. Equip production machinery with safety devices maintained by qualified personnel to prevent accidents. Conduct safety identification and risk assessment for new equipment, processes and materials; implement preventive safety measures before commissioning.
  8. Employee competence is critical to corporate development. Newly‑hired and transferred employees shall complete induction / pre‑job training and pass assessments before starting work. Existing employees receive recurring training on operational skills, safety‑hygiene practices, employee rights and obligations, to ensure they master safe operating procedures, protect themselves and safeguard their legitimate interests.

2.Stakeholders

Interests of all stakeholders are realized through achievement of shared corporate vision. Without shared vision and beliefs, there is no basis for stakeholder engagement. Therefore, alignment with corporate vision and values is the foundation for building and improving stakeholder‑relationship management.

3.Responsibility Framework

Legal Responsibilities toward Stakeholders: In accordance with Company Law of the People’s Republic of China, Contract Law of the People’s Republic of China and other laws, the Company shall honor contracts with investors, creditors, suppliers, partners, customers, communities and other social organizations, distribute benefits legally, guarantee basic product & service quality, and avoid harming legitimate interests of local communities and other organizations.

Legal Responsibilities toward the Environment: Under Environmental Protection Law of the People’s Republic of China, we shall conserve resources and energy, meet mandatory national emission standards. For non‑compliant projects, we will carry out technical upgrading and pollution control to satisfy applicable environmental standards.

Legal Responsibilities toward Employees: Pursuant to Labor Contract Law of the People’s Republic of China, we ensure workplace safety, deliver statutory employee benefits, and provide mandatory social insurance including maternity, unemployment, endowment and medical insurance.

Legal Responsibilities toward Society: Under Enterprise Income Tax Law of the People’s Republic of China and Provisional Regulations on Value‑Added Tax of the People’s Republic of China, we fulfill statutory tax obligations including corporate income tax and value‑added tax.

3.1Public Responsibility

The Company complies with national laws and regulations. Considering product characteristics and lifecycle‑related environmental impacts, we attach great importance to environmental protection and public‑responsibility obligations.

We implement measures addressing social impacts of products, services and operations in areas such as environmental protection, energy consumption, comprehensive resource utilization, work safety, product safety and public health. We define key processes, measurement methods and targets to meet legal requirements and manage associated risks.

Environmental, Occupational Health & Safety Policy: Prevent accidents, eliminate hidden dangers; prevent pollution, control waste; abide by laws, pursue continuous improvement. Our EHS indicators exceed national and local regulatory requirements. Targets for supervision and certification of manufacturing processes are defined and approved by senior management.

We implement the ISO 14000 Environmental Management System for systematic environmental governance, identify and monitor significant environmental aspects in production processes, and strictly control “three‑waste” discharges. For occupational health and safety, we adopt the ISO 45001 Occupational Health and Safety Management System to identify, monitor and measure major occupational‑health risks and ensure effective system operation.

Within ISO 14000 and ISO 45001 frameworks, we specify key processes, measurement methods and KPIs for legal compliance and operational risks, and assign requirements to respective departments and divisions. A three‑tier management model is adopted:

  • Corporate level: management procedures, environmental & occupational‑health plans and KPIs for critical processes;
  • Department / Division level: detailed internal regulations, operating manuals and site‑specific management plans;
  • Supervisory level: responsible departments conduct compliance audits and handle processes / issues requiring centralized oversight.

3.2Ethical Conduct

 enior management emphasizes legal education and business ethics, advocating “Conduct oneself properly before pursuing business”. Detailed ethical norms are specified in the Employee Handbook. Ethical requirements are highlighted in new‑hire training to ensure full awareness across the workforce.

Managers are expected to set ethical role models in work and daily life. Employees are encouraged to report misconduct via the President’s Mailbox for supervision of management conduct.

Transparent governance fosters ethical culture. Suppliers, subcontractors and distributors are informed of our ethical standards. External oversight reinforces internal compliance by employees and managers.

3.3Public‑Welfare Support

Senior management attaches high priority to public‑welfare initiatives. Dedicated planning and special‑purpose funding for systematic charity work are embedded in corporate strategy. Executives take the lead in social‑welfare activities. Supported by leadership, the Company has participated in flood‑relief donations, pandemic‑response charity programs, afforestation campaigns, and made contributions covering culture, education, public health, sports, charity and environmental protection.
